The Purpose of the Downtown Redlands Business Association
The Downtown Redlands Business Association’s intent is to promote public events which are to take place in the downtown area; decorate public places in the associations boundaries; promote the general retail trade activities, including the acquisition, construction or maintenance of facilities to increase safety, convenience and appearance of any public place within DRBA; and to provide the administrative services and facilities to facilitate the above promotions and activities.

Downtown Redlands Business Association’s Mission Statement
The Downtown Redlands Business Association is a business improvement district located within the historic downtown. The DRBA Advisory Board and staff believe that the association’s responsibility is to preserve and promote downtown Redlands, while maintaining community balance and participation. We are dedicated to serving our merchants and keeping them informed of new laws and regulations and to maintain communication with them as to their needs, concerns, and our services.

Board and Committee Meetings

Members of the Downtown Redlands Business Association are invited to attend the monthly board and committee meetings. Participation is encouraged.

Advisory Board:
The Advisory Board meets the second Tuesday of the month at City Hall, 35 Cajon Street, suite 201, at 8:00am.

General Powers and Duties:
The affairs of the Downtown Redlands Business Association shall be managed by a Board of Directors. They shall have power and authority over the affairs of the Downtown Redlands Business Association, except otherwise set out in the By Laws and Standing Rules, Redlands City Ordinance, and State of California Code. The Board of Directors shall be authorized to adopt rules and regulations as it may deem proper for the economy, progress and success of the District, provided they do not conflict with the By Laws or adopted Standing Rules.

Number and Term:
The Board of Directors shall be comprised of eleven members each serving for a term of four years. No Director shall serve more than two consecutive terms.
Selection of Board Members:
Board members shall be nominated to the Board by the Board Chairman and one other Board member at the May meeting. If a majority of the Board approves, the nominee shall be submitted to the City Council for approval prior to July 1st. The Board shall strive to maintain a balance of representation among the businesses with the Downtown Redlands Business Association area.

Committees

Ads & Events Committee
Meeting times and locations: The Events Committee meets at 8:30 am on the third Wednesday of the month at the Redevelopment Agency located at 210 E. Citrus Avenue. This committee determines what events and activities the Downtown Redlands Business Association will host.

Beautification Committee:
Meeting times and locations: The Beautification Committee meets at 9:00 am at the Redevelopment Agency located at 210 E. Citrus Avenue. This committee seeks to improve the appearance of downtown with landscaping and decorative signage.

Market Night Committee:
Meeting times and locations: The Market Night Committee meets at 9:00 am the second Wednesday of the month at the Redevelopment Agency located at 210 E. Citrus Avenue.

Parking Committee:

Meeting times and locations: The Parking Committee meets as needed. Please call the DRBA office at 798-7548 for meeting times and location. This committee is responsible for handling parking, traffic, and pedestrian issues that concern the DRBA.

DRBA Assessment Fees

The charges and assessments on all businesses conducting their activities in the Downtown Redlands Business Association, which is in addition to the ordinary license fee imposed upon such businesses by the City of Redlands, are fixed and established at the rates imposed in City Ordinance 2044:

In accordance with Streets and Highways Code Section 36526, zones of benefit are established based upon the degree of benefit derived by retail businesses. Each of the zones shall be assigned one of the following rates to assess charges on retail business:

Rate A: Twice the business license charge
(Zone 1)
Rate B: One and one-half the business license charge (Zone 2)
Rate C: Equal to the business license charge (Zone 3)

Professional:
The charges shall be one-fourth the charge for the professional business license.
Contractors:
The charges shall be one-half the charge for the contractor business license.
Financial Institutions and Public Utilities:
The charge shall be $1,250; provided, however, the charge for any wholly owned subsidiary of a financial institution or public utility shall be $75.

Non-Profit Organizations and Miscellaneous Space Use:
The charge shall be $75.

Maximum Assessment fee:
The maximum amount of $2,500 shall be charged any one business in the Downtown Redlands Business Association.
Minimum Assessment fee:
A minimum amount of $75 shall be charged any one business in the Downtown Redlands Business Association.

Whenever a business is susceptible to more than one business classification under the Redlands Municipal Code, or under any of the above classifications, the highest applicable business license in the classification which sets forth the greatest additional charges or assessments shall be used and applied to such business.
